The Louisiana Public Education Accountability System was mandated in 1999 for all public schools in the state. The foundation of the accountability program is continuous improvement by students, schools and school districts. High-stakes testing (the Louisiana Educational Assessment Program--iLEAP and LEAP and the Graduate Exit Exam -- GEE ) provides a measure of how well students have learned the more rigorous curriculum that addresses state and national standards for learning.
The program is high stakes for schools and school districts as well as students. Every public school is assigned 10- and 20-year minimum performance goals, school performance scores, growth targets, growth labels and performance labels. Performance scores are based on a formula using LEAP and GEE scores (the State criterion- referenced tests), ITBS/ITED Iowa Test of Basic Skills and Iowa Test of Educational Development (national norm - referenced tests), student attendance rate and school dropout rate.
The St. Tammany Parish Public School System Strategic Plan, Reaching New Heights, provides the framework for continuous improvement in the System. The Plan was designed to address the most vital issues facing the System during the five-year period following its adoption in 2004. This community - developed plan is used to help establish the program of work for the System, evaluate progress and allocate resources according to the goals set out in the Plan.
Every school in the System has a school improvement plan that is tied to the System Strategic Plan. These plans also reflect the input of educators, parents, and others in the community served by the school.
